Overview
Fitëvî-èse Bî was founded durring the late 11th century, by Gāshīsh Ga̋mēr 'Kiki Jade' Sé̄nv Cawmb Mēy Tregfêbêm. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Gāshīsh Ga̋mēr 'Kiki Jade' Sé̄nv Cawmb Mēy Tregfêbêm.
Fitëvî-èse Bî was built using the conventions of Iron Elven durring the late 11th century. Naturaly, all settlmentss have their own look to them, and Fitëvî-èse Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Fitëvî-èse Bî is buildings are arranged arround a single narrow split-log ties mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Astonishigly, the millitarily questionable fortifications are in pristine condishion, as if they had just been finished before you laied eyes upon them.
A look around Fitëvî-èse Bî gives you a feeling of distrust and paranoia. Also greed. The locals seem to be very much into scholastic pursuits, based on the hushed, murmured conversations you hear at least. Everyone in Fitëvî-èse Bî acts like they have discovered something wondrous, and are worried they will endure some horrible fate so another can take what they’ve discovered for themselves.
Civic Infrastructure
Fitëvî-èse Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Fitëvî-èse Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Fitëvî-èse Bî's parks.
Fitëvî-èse Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Fitëvî-èse Bî.
Fitëvî-èse Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Fitëvî-èse Bî has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Fitëvî-èse Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Fitëvî-èse Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Fitëvî-èse Bî's public wards, blessings, and other arcane systems.
Fitëvî-èse Bî possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Fitëvî-èse Bî's grid is powered by a boiler and turbine based power plant.
Fitëvî-èse Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Fitëvî-èse Bî's natural decorations nor waterways.
Fitëvî-èse Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Fitëvî-èse Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Fitëvî-èse Bî's garrison was built using a different architectural style from the rest of the town. The style used is characterized by their massive, monolithic and 'blocky' appearance with a rigid geometric style. It was best known for its rough, unfinished surfaces, unusual shapes, heavy-looking materials, straight lines, and small windows. Modular elements were often used to form masses representing specific functional zones, grouped into a unified whole.
In Fitëvî-èse Bî there are unidentifiable people in the fog, but it seems to be okay.
The Thoqqua near Fitëvî-èse Bî are known to be almost tame, such that they can be put to domestic use.
Fitëvî-èse Bî's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves consuming a local narcotic to channel Transmutation energies of tier 3 via chanting.

This infrastructure may be the result of a still-functional Working, or it could be the product of some venerable occult engine that's still operational, or it may be the fruit of the labors of some specially-designed organism or Blighted populace.
The center of Fitëvî-èse Bî's town square was built around an ancient standing stone.

History
In time immemorial, reportedly some time during the early 2nd century after an anomalously snowy winter, runoff from snow-melt caused Tarn Saron to overflow its banks and spill into Backwater White. The resulting flood was isolated to the area around Fitëvî-èse Bî, which was swallowed by the waters for several days. Fitëvî-èse Bî lost 272 people, 203 livestock, and 78 buildings in the disaster. The disaster is remembered as the Calamity Drownings.
